The Birmingham City Council, at its regular meeting for Tuesday, Oct. 2, again delayed its vote to elect a new President Pro Tempore to replace Jay Roberson, who resigned from the Council effective Sept. 10.

Members voted 7-0 to approve a motion by Councilor Darrell O’Quinn to refer the item to the Council’s Committee of the Whole, which meets at City Hall on the fourth Wednesday of each month.

The council also voted to delay action at their meeting for Sept. 11 after a long, often-heated discussion.

Roberson’s unexpired term as President Pro Tempore will end on the fourth Tuesday of October 2019.

The council also voted to approve a redevelopment agreement and ground lease with A.G. Gaston Boys and Girls Club under which the city will lease about four acres of land along Avenue W at the Crossplex site in Five Points West to the nonprofit for a term of 95 years at a rental of one dollar per year. The organization is to build and operate a new Boys and Girls Club facility at the site.

The item was receiving its first reading, so members first voted to give unanimous consent before voting on the item.

As part of its consent agenda, the council voted to add a little over $610,000 to the city’s new Neighborhood Revitalization Fund for the fiscal year ending June 30, 2019. The money comes from the city’s sale of its share of the old Trinity Steel property in the Titusville neighborhood.

Members also voted to amend the city’s grants fund budget for the fiscal year ending June 30, 2018, by appropriating $145,545.00 to cover reimbursable expenses related to the 2019 NCAA Division One Men's and Women's Indoor Track and Field Championships to be held at Birmingham CrossPlex.

The meet will take place March 8-9, 2019, according to the U.S. Track & Field and Cross Country Coaches Association website.

CrossPlex is also scheduled to hold the Division One championships March 11-12, 2022, according to the site.
